Having the problem too but mine seems to only affect the Moonwood Mill bar. Celene is not working there and has never been touched or used for anything else. No other Mixologist will show up at the bar either. Tried waiting days. Have tried with and without mods and seems to make no difference.  Unchecking the option in settings also doesnt make a difference for me.

Also of note, if using MCCC, the Menu for expansion cheats when you click on the sim will give a Last Exception error and refuse to open. Deaderpool has reported that it can also be attributed to this setting in options and an error in EA's code, and that it can be fixed by unchecking the opt out of fame option. Something they did to fix the sims gaining fame bug has borked the setting and NPCS it seems.
