[SE] Emotionally Mindful: No Option to Surge Scared Related Emotions

How often does the bug occur? Every time (100%)
What is your current game version number? 1.108.349.1020
What expansions, game packs, and stuff packs do you have installed? All DLC
Steps: How can we find the bug ourselves? Have a sim who is emotionally mindful and has the ability to surge emotions
What happens when the bug occurs? The Scared Emotion is not an option to be surged. 
What do you expect to see? The scared emotion should be available. Since it is for every other emotion
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system?Neutral/Not Sure 

Every emotion can be surged (including negative ones). It doesn't make sense for Scared to be excluded
