I was having this same issue. I turned the discovery quests off and on off again, from both in game and the home menu, to no avail. I removed all my mods, deleted the cache, started a new save, still nothing. I restarted and repaired so many times I lost count. I followed the instructions for removing the accountdatadb.package. To my utter surprise, it worked! My progress for Reaper's Rewards even seems to be intact. Here's hoping this fix is permanent, and that it works for all of you as well.
