@rdoney8 I just checked and when my spellcaster sim's charge level is high, she does have the option to discharge when she's got that perk, as you can see in this screenshot. 

Did you delete your locatthumbcache file after you moved your mods folder out? Also, depending on what mods you use, some place mod setting files in your saves folder, perhaps check there too. If that doesn't work, have you tried repairing your game in the EA app?
