Yeah I've had this now also with traditional food stalls that when you click "hire a vendor", it does the action but nobody shows up. I don't know is this the same problem but at least seems similar.

All the Community Spaces in Eco Living appear to be broken. Other than Sims with roles, no one shows up except canoodling couples.
New vanilla save. New Makers Space, Marketplace and Community Garden. No Sims - except mine - using the recycler, fabricators, candle maker or woodworking table. No Sims planting/tending gardens or talking to the grubs - except mine. And no vendors showing up to sell their wares.
The Community Spaces are just dead. They used to be lively spaces.
Maker Space. Only role Sims and couples showed up. Used to be a busy place.
Community Garden. No one gardening. Only couples.

Playing a vanilla test game. All lots are the default base game or the lots that came with their respective packs.
I've noticed that community lots in general have become overwhelmed by canoodling couples. They all seem a bit dead. Sims not using the activity objects. No one fishing at the ponds. Only the sims with roles are busy. Any community lot with picnic tables and/or benches seems to be nothing but couples.
Beaches, bars and nightclubs don't seem to be especially affected - but maybe if I added picnic tables and bookcases (kiss behind the books) that would change.

Adding: Shrieking Llama Bar in Windenburg with picnic table and bench. Couples, but seems to work as expected.
