I'd say this is definitely a bug. Because although some of the changing tables do say if they can have a bin slotted, others don't, and they work as expected. 

Therefore, if the Growing Together Changing tables have slot table bins despite the description not saying they do. The storybook Nursery Kit change table definitely should have this ability.
