In fact, it's the base game bar in New Crest, the blue velvet.

I didn't make any change so the Blue velvel is in willow creek (sorry, I confuse new crest and willow creek)

I placed the item bar from the ranch pack in the blue velvet bar, but it didn't work.

That's why I conclude, that the problem is the location and not the item.

Maybe someone should try

 - to place the item bar from the blue velvet in the bar located in Chestnut ridge.

 - to exchange whole lots : the bar of chestnuridge go in willow creek and the one in willow creek go in chestnut ridge.

 - with bar located in other maps (if there is two item bar placed in the lot, maybe delete one)

I understand, if I found something else about this I'll let you know.
