[LD] Ravenwood: NPCs stand outside lot and don't come in

Product: The Sims 4
Platform: PC
Which language are you playing the game in? English
How often does the bug occur? Every time in Ravenwood; not in other neighborhoods
What is your current game version number? 1.110.294.1020
What expansions, game packs, and stuff packs do you have installed? werewolves, vintage glamour, vampires, tiny living, strangerville,spa day, snowy escape, seasons, romantic garden stuff, realm of magic, paranormal stuff, outdoor retreat, nifty knitting, my first pet, laundry day, jungle adventure, island living, horse ranch, home chef hustle, growing together, greenhouse haven, get to work, get famous, eco lifestyle, lovestruck, for rent, dream home decorator, discover university, desert luxe, cottage living, city living, cats & dogs, bust the dust, blooming rooms, backyard stuff, life & death, crystal creations
Steps: How can we find the bug ourselves? move sim onto lot, watch over many sim days as other sims will wander to the edge of the lot, stand there, then go away.  also, inviting a sim to the lot: they show up just of the edge of the lot and stand there before eventually leaving.  If you direct your sim to the invited sim, and start a conversation, sometimes they come onto the lot, but sometimes they don't.
What happens when the bug occurs? NPC sims never knock on door (except for welcome wagon) or come onto lot when invited
What do you expect to see? sims regularly show up, walk up to the door and knock.  If they're invited, they should walk right in (sometimes after a knock)
Have you installed any customization with the game, e.g. Custom Content or Mods? No mods or custom content
Did this issue appear after a specific patch or change you made to your system? After downloading/installing life & death; only in the life & death neighborhoods.  Other neighborhoods are unaffected.

In new life or death lots, neighbor and friend sims do not knock on door.  Instead they stand just outside the lot for a few sim hours before leaving.  Welcome Wagon is the only time sims come to to the door.  Even when they are invited, they just hang around outside of lot.  My sims will sometimes go off lot to talk to them, but this does not "invite" the sims to enter lot.  Unsure if this is in all neighborhoods, or just new ones.

    @vi_lici Is this without mods/cc ?

    have you tested multiple lots to see if it's a specific one that has the issue ?

    No mods or CC.  It happened on Hay Hill Landing, Old Ravenwood Estate, Moppy Manor, and The Cozy Casket House.  I haven't tried any other lots yet.

    Ok, I tried a lot in Glimmerbrook, and it was not happening there.  So it's the neighborhood/ new neighborhood lot(s) that are affected; it's not universal.

    @vi_lici Are you playing the standard houses or build your own ? I've played Cozy Casket, Crow's Perch and Moppy manor and didn't have any issues (I suck a building though so I always play with the premades)

    I played the standard houses at Moppy Manor and The Cozy Casket House.  I built a new house from scratch on the Hay Hill Landing.  And I used an old build of mine that I've played with before on the Old Ravenwood Estate lot. 

    I did a repair of the game, and I turned off the online stuff in the settings. That made my game feel a little faster, but didn't change anything.

    @vi_lici Like the opposite that usually happens where they all just walz in :D

    Could you test a different save too ?

    They were almost all new saves.  I think the Moppy Manor and the Old Ravenwood Estate were both the same save.  But whenever something happens that annoys me I usually delete the save file and start over.

    I've also noticed this in the Old Ravenwood Estate. Even the ones I invite stay standing outside the lot unless you go and speak with them there first. I think there also wasn't an invite in option

    on ALL of my saves, my sims will greet the Ravenwood Welcome Commitee, invite them in, interact and befriend them, then once the event times out, they say "oh well, maybe next time!" then i immediately lose relationship points w them and it acts as if I left them outside the entire time. it's really annoying and happens every move and every save, if they even show up at all because sometimes no one comes. but when they do, this happens 100% each time.
