Intense 100% CPU usage after recent patch (1.68.156.1020)

RAM: 2x8GB (3200 MHz DDR4)

GPs: All except - Star wars
SPs: All except - My first pet stuff, Moschino
ISSUES DESCRIPTION
Hi, after installing the latest hotfix patch, my CPU usage has gone through the roof while playing the sims 4. It's spiking to 100% causing lag and freezing. When idle, in live mode with the game paused issuing no commands to sims it will sit around +80%. I was playing the game on ultra graphics settings but even after dropping to medium I'm still seeing this really high CPU usage making the game unplayable.
When clicking on a fridge or oven it takes a few seconds for the action wheel to come up. Similar with clicking on other sims although the lag seems slightly less.
I've checked other games on my machine running on ultra graphics and haven't seen any issues.
WHAT I HAVE DONE SO FAR
* Deleted Sims Cache
* Deleted Origins Cache
* Disabled Origin enable in game (for all origin apps and specifically on the sims 4)
* Run the repair tool for the sims 4 and all expansions
* Moved the sims 4 over to my SSD (didn't think this would help but was a worthwhile exercise none the less)
* Performed a factory reset as per instructions here
* No difference in CPU usage (still really high) in new clean game
* Ensured all of my graphics/sound drivers are up to date
* Ensured windows has all of the latest updates
CURRENT STATE
After all this I have unfortunately not made any progress and am still seeing really high CPU usage making the game unplayable, if anyone has any further advice that would be really helpful.
@ElliotOram Is it possible Origin is spiking your CPU use, not Sims 4? Try putting Origin in offline mode before launching the game and see whether it helps.
And just in case there's something going on with your save, please test in a new save instead, for comparison.
If the above steps don't make a difference, please run a dxdiag and attach it to a post.
