@Blurred12  Yes, uninstalling Sims 4 will remove all DLC from your computer (but not from your account, of course).  The DLC sits inside the Sims 4 folder that contains the game's program files, and that entire folder is removed during the uninstall process.

However, rather than uninstall through the control panel, I'd recommand using Revo Uninstaller (the free version is fine).  Before using it, rename the Sims 4 folder in Documents > Electronic Arts to something that doesn't include "Sims 4" in its name so that Revo won't find it.  Uninstall the App with Revo too while you're at it, then reinstall both the normal way.
