I cannot change the Language Preferance to English.
I reset my PC yesterday. I reinstalled the Sims 4 and it was entirely in Czech. I did a lot of troubleshooting and most of the information i found online was outdated. In Origin you could go into advanced settings and change the language there. In the EA App you can select a preferred language prior to installation. In this menu only three languages are available: Czech, Polish, and Russian. I cannot install Origin now because it has been retired.

That sounds like you have the wrong language version of the base game on your account- in this case we'll need the live support team to look this over with you and change the base game to the correct language version for you.
