As someone who plays BF3 on PC, Xbox, and PS3 and who is Premium on each account I can tell you that Premium is platform specific and that you have to buy it for each platform that you want to be Premium on.

The good news is that Origin frequently has sales on BF3 Premium that drastically lowers the price, so keep and eye on the Origin store.
