Server Administration Settings For Battlefield Hardline Rescue/Crosshair Mode.

How do I set up Rescue mode on my Battlefield Hardline server so that the teams properly swap at half time switching. On my server it just randomly takes a few players from one team and puts them on another resulting in unbalanced teams for the last half. This is also the problem with crosshair mode. Ive looked high and low for a command line in the startup.txt that would fix this and I dont see any obvious settings in procon server settings or in multi-balancer plugin. I know it exists somewhere because another server that has those modes has it working perfectly. I have tried talking to that servers admin and all he says is he uses startup.txt for all his settings. He wont divulge anything else.
