This is saying that the punkbuster parent server cannot communicate with your local PB client. First off check your windows firewall and router and whitelst the punkbuster application so it's not blocked. If that doesn't solve your problem go to evenbalance.com and download the PB updater. Update your punkbuster client, manually add BF4 to the listing and you should be good to go.
