If your internet provider updated your speed, but didn't change the path your data takes to get to EA servers, then you are still going through high traffic hosts to reach the game servers. You may need to talk to your ISP about going through different networks.
Try running a UOTrace to figure out what hosts are giving you the most trouble: http://help.ea.com/en/article/how-to-uo-trace/

Well, the best time to level3 in Sofia you got which is the first stop outside your greek ISP takes an avg. ping of 46, so you should expect that as a minimum ping for everything outside Greece and as you can see it's an avg. ping of 71 to go to Frankfurt Germany. This is a little bit high, but probably quite normal, Greece is not known for it's quality Internet.
When you test using speedtest you probably use a greek server andas you can see you have a ping of avg. 27/28 in greece so agrees with the speedtest results.
So, a ping of 70-90 when you join servers in Germany is not far fetched and if you look for servers close to you should be able to find servers with 50 ping in your area.
All in all, your Internet seems to be working just fine. You seem to have a problem finding servers close to you but that seems to be all. I can't explain why other people have lower pings than you do, unless they have another internetprovider which uses a better technology like fiber.
