Did you play BF4 on 360 before Xbox one or is this your first time playing BF4?
If you played on Xbox 360 and imported your soldier your Origin account on the One should have been automatically imported to your One. If you didn't play on 360 and it created and Origin account I'm afraid that you must speak to a Game Advisor at EA support in order to correct the situation.

The call back feature available to North America, Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Hungary, Ireland, Italy, Netherlands, Norway, Poland, Portugal, Russia, Spain, Sweden, Slovakia, Switzerland, and the UK.
