Currently yes, you can transfer Premium from PS3 > PS4.

No problem. You may run into an error that the stat transfer prompt will not pop up. If this happens, DO NOT PLAY A ROUND. Here are two workarounds to get the prompt to show up. The second one is easier and has seemed to work better than the first, so try that one first.
There was an issue a little while back that caused the prompt screen to not show up. Below is a workaround that worked for people at the time, see if it still works.
1. Sign out of your PSN ID and sign in as Guest
2. Start Battlefield 4 and go to main menu
3. Hit the PS Button to go to the dashboard and sign into your PSN Account
4. Go back into Battlefield 4 (It may say to reconnect controller)
5. Hit the PS Button > Dashboard, go to the Guest account and Sign Out
6. Re-open Battlefield 4 and choose your soldier
7. If it gets stuck on loading for a min or two, Close the Application and then open Battlefield 4 back up
8. You should now see the prompt
I did see one other possible workaround as well:
1. Close the BF4 application on your PS4
2. Log into your Battlelog profile
3. Hover over your name in the top-right corner and click "Change Soldier"
4. Under the far left column labeled "Active", hit the one next to your PS4 soldier so it turns green
5. Hit "Save"
6. Start BF4 back up on your PS4
7. You might now see the prompt

Why must we have one ore the other stupid we pay a lot for the game i payed even for ps4 and now you make me start over ore just have stats on ps3 ore ps4.. What moron made this up! Do they want us to buy these games any more? I just ask!
Soon i can just stream play on my tv , rather that than not get what i payed for and have to buy a game and it sucks and all the money gone! like the lost call of duty.... I cud just burn my money tried the game once and asked for a refund,,,, But no they do not give refund on psn... That good for EA?`? Not us... It's more about the money they can make on us than make us happy whit the game.... Fool us ones shame on us fool us twice shame on YOU! That is all i have to say!

I'm closing this thread to stop it being necroed.If you have any issues with Battlefield 4 please make a new topic about the issues you are having and what kind of steps you have tried to solve it.We made stats transfer available for Battlefield 4 players as soon as the PlayStation 4 and Xbox One consoles became available.
We kept the service going to allow everyone a chance to upgrade their console and preserve their stats.
After 5 years, we’ve ended the service as it was no longer actively being used by Battlefield 4 players.
