Also, main a reason can be your Antivirus or Windows Firewall, try to turn off it.

    i did everything you said but still not working for me
    flushed dns
    turned off firewall
    i don't have any AV
    run as admin
    Clear origin cache
    clean boot with networking
    everything you can imagine and still not working i need to play!
