1) Yes, they can. I found old topic on battlelog forums where user wanted to delete soldier from BL. He contacted support and they deleted it.
2) Yes, BF1 doesn't support battlelog. Battlefield 1 has functions in game menu where you can see your stats, customize your soldier and etc. Also, you can use Battlefield 1 Companion https://www.battlefield.com/companion

I wish to share that it is not possible to delete a soldier from the catalog as and if the soldier is deleted it means that whole game is deleted
