This was actually the video I was looking at as a guide for the dog tag Nothing about my issue was mentioned in the video, as he had a different location for the clear Morse code lights.

I have successfully decoded the morse code message. The message is "Bucket Marshlands Faw", the symbol can be found in Fao Fortress map. Here is the full image for the symbol locations in Fao Fortress map, your symbol location is in B.

You certainly did help, I ended up completing the last dog tag I needed for the peacekeeper revolver. I unlocked the gun today, it's op.
