Cross-progression and Cross-buying are two different things.
Cross-progression means that when you play on PC your "stats, settings, progression (unlocks et cetera)" will be uploaded to a server and when you starts on a different plattform like a PS5 you can continue where you left the game and continue with your current progress.
What you want is "cross-buying", the answer is no because it seems for now only your "in-app" / "in-game" purchases are covered up by "cross-commerce" but not the game license (copy of the game or also known as "Single-Use-Product-Code") itself.
