It looks like the home router on Hop 1 has 2% packet loss.

Hop 3 has 10% packet loss. I think this is probably the first hop onto your ISP network. Hop 3 is most likely causing the packet loss for all the hops after it.

I would try to get Hop 1 down to 0% packet loss since that's your home router and it's probably in your home somewhere.

Things to try on your home router.

    - Try playing 2042 when nobody else in the home is using the internet to watch YouTube or Netflix.

    - Try adjusting Quality of Service settings on the home router to prioritize the gaming PC's network traffic over all the other devices network traffic connected to the home router.

The traceroute looks to me like you're probably still going to have packet loss on Hop 3 even if you get Hop 1 down to 0% packet loss. In which case you'd need to contact your ISP and send them your traceroute log showing packet loss on Hop 3 and ask them why it's dropping packets.

If you can get Hop 1 down to 0% it will make diagnosing Hop 3 easier.
