Please try the following steps in order to solve this issue:

Please navigate to your Steam -> Settings -> Downloads -> Clear Cache.

After exiting the Steam Client, please delete any files in C:\Program Files (x86)\Steam\steamapps\downloading (default location).

Regarding the download issue, please try this specific workaround:
Go here:
C:\Windows\System32\drivers\etc
Right-click "hosts" > Open With > Notepad
Add this line at the bottom:
0.0.0.0 lancache.steamcontent.com
File > Save, then restart the Steam Client and re-test the issue
