    Hi, as a first step try verifying the integrity of the game cache. You can do this in steam by right-clicking and choosing Properties, then checking the local files tab.

    I had this exact same issue and there doesn't look like there is a solution posted. I also downloaded numerous DirectX 9c files from Microsoft at the suggestion of other forums, but they did not work. I have an ATI Radeon HD 5570 with DirectX 11. The screen blinks a few times when I try to open the game on Windows 7, then it gives me that error. I bought the game from the store, not from Steam, so I do not know how to verify the integrity of the game cache. Please help!
