Problem with Mapeditor and Structures

Summarize your bug I want to make a custom Multiplayer Skirmish Map. I want some Players to start with buildings. But the game randomly assigns the buildings to the players, not to the ones chosen in the mapeditor.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Build a map. Set the Spawnpoints P0-P3. Then set structures assigning them to Multi1-Multi4. When starting the map, sometimes the structures match the spawn points. Most of the time it does not. The outcome changes depending on how many players are actually on the map.
What happens when the bug occurs? At launching the map
What do you expect to see? I expect to get Multiplayer1 (the player in the first slot) to get all the buildings assigned to Multi1. Player 2 should get the buildings of Multi2, and so on.
I'm trying to make a 3v1 multiplayer map. To give the single player an advantage, they start with some buildings. Those building are set to Multi1 in the mapeditor. But when launching the map (depending on how many players are present and where they are located) Player 1 does not always get their buildings. Most of the time those buildings get assigned to another player. See the attached files for reference.
This is an engine limitation. It can't be solved. Multiplayer maps were never supposed to have prebuilt bases.
