So I think I have solved my issue, I removed my wireless adapter which I think was currupting my download, I reinstalled the game useing a different adapter and fixed the issue have been able to stay in the character creator for almost 30mins before I exited it so problem should be solved for those who were wondering what wireless adapter I was using it was an asus n66 wireless adapter.
