Based on that game screenshot, I can tell you that your game did not install properly.

Try uninstalling the game. Then restart your PC. Then close Steam in case it starts up when you start up your PC.

Now launch Steam as administrator, and go ahead and install the game. Ideally switch off your anti-virus as well, as it also is likely to cause interference.

Then download GenPatcher (just google it), and use it to apply fixes to your game. It's also recommended to install GenTool through GenPatcher, but that's optional.

After doing this, everything should work. 🙂
