If you have correctly registered your game code on the BioWare Social Network, the only thing that I can think of that would explain why you can't access the DLCs is if the Game disc version doesn't match the PS Store region.
Did you buy your game online? Was there any mention of the region it was for? If not, I would advise to contact your retailer and see if they would agree to a replacement or a refund. The reason is that PS3 base games are region free (meaning you can buy a game from the UK and play it on a US account for instance) but the DLCs are region locked.

SpoilerSony Playstation 3 is restricting certain, specific users from being able to adequately enjoy their games and downloadable content.
For those users who are unable to access their DLC, it could likely be due to the PS3 region locking downloadable content. What this means is that players who purchase DLC from a different region than that of their Game Disc will be unable to access their DLC from within the game.
This could be affecting users who purchased their Game and DLC in the following ways:
- Imported a foreign game disc and purchased DLC through home console
- Purchased a foreign game disc while in another region, purchased DLC through home console
- Purchased a game disc in home country, purchased DLC while on vacation in another region
- Purchased a game disc in home country, purchased DLC through another region's PlayStation™Network account
- Or any other purchasing of game disc and DLC from separate regions.
Players wishing to access DLC through their current Game Disc would have to re-purchase downloadable content through their home region to match their Game Disc, or alternatively, purchase their home region's Game Disc to match their DLC.
