Alright, I was going to make a new topic, but this one looks relevant. Be warned, this is quite long. Also some SPOILERS.

I believe I have had a few issues with romance scenes and states. My main issue is that Iron Bull's Tough Love quest does not appear at all, and he hasn't even approached me about romance at all. Originally, I romanced Dorian since I was worried that I wouldn't be able to do Iron Bull's romance. I flirted with everyone I could all the way through Haven and part of Skyhold. I went through Dorian's entire romance, but opted to "keep it fun" after the scene in the quarters. At this point, I had not done either the Grey Warden main quest or the Winter Palace/Halamshiral questline. I also had not received Demands of the Qun. This caused Dorian to treat my character as a non-romance, with the option to begin a romance that leads nowhere. Selecting that option gives some dialogue, but it doesn't actually change anything.
To ensure that I was not just stuck with a romantic flag on, I tried romancing Cassandra and Josephine. I was able to flirt freely after Dorian (with everyone). I mention this in case this was part of the issue. I was able to go through all of Cassandra's romance questline, and I also broke it off with her. Unfortunately, Cassandra's final quest (at the grove where they read poetry) had scenes that hung quite frequently, but I was able to skip past it with the x button. After I broke up with Cassandra in the grove, I was also able to romance Josephine. (I went through the romance up to the commitment portion, but I broke it off. Her reaction was too sad, so I just reloaded and stated that we were just friends, if this is relevant).
So, I figured that I probably didn't have high enough approval.I went through the Grey Warden Quest (Stroud caused a lot of cutscene hanging, where the cutscene just doesn't move on. The fort at the Western Approach was the worst of it) and gained a lot of approval. After that quest, I was able to see Iron Bull get hit by a stick by Cassandra, Krem training with a shield, and also complete the Demands of the Qun. Before I did Demands of the Qun, I also received dialogue about Iron Bull's interest in the elven redhead in the kitchen and generic dialogue like that, and met the Chargers.
I opted to keep the Chargers alive, as well as gave a lot of conversation options during the quest to raise approval. I was able to see the assassin scene, and his tarot card changed after becoming Tal-Vashoth. It was around this time that he stopped changing his approval, I believe. I tried doing horse races, but that didn't change his approval. I leveled up a bit and eventually killed Frostback and Abyssal High Dragon with him in the party, but that did not change his approval either. I did get the dragon slaying scene and operations, but he did not approach me about romance.
I went through the Winter Palace, but he treated me as a non-romance, as did Dorian. I tried talking to Josephine beforehand and it appeared that she did not have romantic options, nor did Cassandra. I did dance with Josephine after everything but I think that was just a generic option if you don't have a love interest. I think I hit maximum approval for a lot of people, but I don't recall seeing one for Iron Bull. I could still flirt with her for some reason even though I nipped that in the bud.
I went through all that trouble due to a bit of impatience (dozens of hours into the game Iron Bull showed no interest). Now I just want to know if there is any way I can romance Iron Bull at all at this point, pre-"What Pride had Wrought." I ask since I hear Dorian and Iron bull become unavailable at some point since they hook up. Thanks for any insight into the matter.
