There is an incline you have to follow up the mountain on the Dragon Island, did you find a path taking you to a circular area at the mountain/hill top? I can get a screenshot for you if needed or a vid to show the way up.

You have to take a boat to Dragon Island, then climb the mountain and he's there waiting for you. Beware! That dragon is very difficult to beat. Take some electrical protection (belt) with you. You'll need it!

As for dragons so far I killed the ones in Hinterlands and Exalted Plains. Is the one from Storm Coast harder then them?
Yes, storm coast is rather difficult compared to those two. It's electric also so it's good to gear up on cold spells/items and armor with resistance.
My walkthrough on getting there will be up shortly to show where the boat it. Keep in mind though you have to find a key in this area to unlock the door, the save I loaded from already had that part complete.

Okay, had to reference my guide book to remember this. There is a War Table mission you have to unlock called Red Water to access this dwarven cave. "Inquisition soldiers were dispatched to investigate a dwarven port on the Storm Coast that is currently being held by red templars. The port gives the red templars a foothold in the region. The soldiers have cleared the way to storm the port."
If you want to get approval from Varric take him on this sidequest. There is an interior door that is also locked, one of the red templars you kill in this area drops that key.

I'm in the area where the dragon is supposed to be, but it's no where to be found. The last time I saw the dragon it had just killed the giant and then... poof. Did the necessary Red Templar mission and traveled to the island and no dragon. Dragonlings are everywhere, of course, but no high dragon. I've killed all the other dragons and I'm a level 23 so it's not hard, per say, but it's just bothersome that the dragon vanished and I can't kill it.
Once you enter the storm coast and watch the Dragon and Giant fighting, the Dragon will never return to that specific spot.
I assume you know where Dragon Island is, and the boat to get there. After scaling (no pun intended) the mountain to get to the very top, you'll find a wide circular area which should house the Dragon. As I recall it has a specific name like Vardillius or something. It's lvl 19.
If it isn't there, try returning to skyhold and then re-enter the Storm Coast (you can fast-travel directly to the boat to Dragon Island).

It's entirely possibly that a series of events led to a bug in your game. Lots of buggy missions going around. I hope you can find a resolve and can complete your playthrough at some point.
