It seems to be the programmers having a laugh. The marked spot you are shown the world map symbol should be ignored. I feel sure it must be there to have you going around and around in circles looking for things to jump on or steps or stairs to climb, until the random hits on you ensure you have run out of health potions, and finally health.
As you go up the stairs to the forest bit, veer slightly right towards a wooden structure. Don't bother looking for steps to go up it but pass on the right of it to find a doorway that is difficult to spot. Going through that should get you further.
