The more bars the ability deplete the stronger the spell will be. So your spell will be stronger if you use it while having 3 bars and less strong if you use it while having only 1 bar.

Ahhhh, ok, that's still unfortunate, even though it makes sense. If Vivienne's ability were available 3 times it would virtually make the party invincible.

You can still use the focus abilities as soon as one bar is full. Or you can wait and use it when 2 bars are full or all three. But yes, it will use all bars that are available. Under everyone's specialization is a description of their focus ability, and the description shows you what happens for each level of focus bar you use.
