If you can't get the mayor to talk about the dam initially, one possible way around it is to go on and capture the keep and find the locked dam door without talking to him, you should then get a quest to go speak to the mayor about the locked door. Not sure if that will work if your game is bugged, but I have done it that way in the past just because I felt like not doing things in the same old order. 😛
