Typically speaking, GPUs can run hotter than CPUs. Most GPUs can get upwards of 100C before they start doing physical damage, whereas CPUs start imploding above 60-70. Now this is just generally speaking and each manufacturer and system will be a bit different. Long term on the GPUs I wouldn't want to see above 65 unless the system is MAJORLY stressing, with general gaming to be kept below that, and CPU kept below 50. So honestly, the GPU shouldn't have been damaged, and it shouldn't cause the texture issue. Now you may have missing textures, or a mod interference causing the issues. Removing mods, then repairing the game, and double checking your settings, because I also seem to remember DA:I splitting some of the graphics options to make it easier on some systems. So go back and make sure EVERYTHING is turned up, and not just some.
If you are overclocking then better coolers and higher temps will be expected, but still keep GPU away from 100C and CPUs away from 70C.
