Way of the Assassin (...again)

So then. I've been focusing on exploration and sidequests this time around and as such I've killed the Carta dwarf leaders with the drop for the quest. I've been farming Valammar and a few other locations for hours now and it's starting to feel like they've just removed (replaced?) it. (with something more easily accessible?) 

If you've done the same and had it drop somewhere else please be a doll and include mob & location in your post. Thank you.

Unsure if this was ever adressed post-2015; I've looked at the other forum posts but it seems they're outdated.
