Link to a walkthrough of the quest....to maybe cut out some confusion on what is supposed to happen and when.

I haven't heard of many bugs with this, but then this is an older game and I may have forgotten them.  I can easily see the Templar quests been marked as finished because they were locked out by the Mage quests, not meaning that they were done but just not available anymore.  I would talk to Cullen some and see if you can get it to trigger.
