@bakaslayer4 You need to change your Basic Karakuri choices in "Change Equipment" upon talking to Natsume. I added screenshots for better understanding.
Once you changed it to have both Spring and Stake, Ujishige will then be available to talk to start the Amaterasu battle.

To be crystal clear, what he said is correct, however... if you equipped the steak and spring, but have not yet procured 2x Changing Essence from two "Mighty" Kemono, you will need to do that first. The mighty kemono appear in chapter 3 only and are the usual Kemono, only with "Mighty" at the beginning of their name (ie. The Mighty Kingtusk or The Mighty Ragetail etc.)
As far as I can tell, if you already happened to kill two Mighty Kemono prior to this point in the story, the fight with Amatersu will start automatically. This has lead to a lot of players thinking their game was bugged when they couldn't progress or get the fight to start. In all reality, it was just that they need to fight the Mighty Kemonos to obtain the changing essence first.
