I followed the steps, but it just ended up creating a new EA account.
Thankfully I was able to contact EA support chat and they were able to unlink xbox from the new account. We then went through the step of trying to install an EA game from the xbox app and this time it prompted for sign-in with an EA account. Signed in with my EA account and it linked correctly. Success!
Thanks again Pankaj from EA support for sorting it out.
So i have been chatting with two representatives, and tried a number of password resets and disabling and enabling verification, but i am still unable to link my ea and xbox accounts. The second support representative suggested i post here.
Hopefully i can find some help.

Unfortunately I won't be of much help here @gammorah.
The thing is that the support team can check if the Xbox is already linked to another EA account and maybe even help you with logging in. That's the main problem I see being reported on the forums, an account already being linked but not having access.
Now if the Xbox account has not been linked, then there are a few things that you can do to link the accounts:
- Go to https://help.ea.com/en/ and log in using your Xbox login.
- Download and install an EA game (Apex Legends is free) and upon starting the game you can link the account.
- For more information we have this EA Help article: https://help.ea.com/en/help/account/link-your-console-accounts/
Hopefully this helps a bit.
Thanks for the reply Jason, unfortunately it just goes to the password reset page as it has for everyone else in this thread

That could mean that the Xbox account has already been linked to and EA account (depending when/where you see the password reset).
Our support team will be able to help with checking if the Xbox account has already been linked to an EA account and with resetting the password for you.
- @gammorah Hi, don't know if it will help but if your Xbox account is already linked you can view it by logging into the Xbox app on a pc if possible. Click on your avatar in the top right corner, select settings. Then scroll down and it will show a list of linked accounts that associate with your Xbox account. if EA is one of them you will need to unlink it
Cheers mate but all my xbox account shows is that it is lined to my steam and facebook accts, no ea account

- @gammorah Don't know if what i have put already has helped but now you checked your Xbox account is not linked to an EA account you need to check your EA account is not linked to another Xbox account ie old accounts from way back that you may not remember. click this link for info
https://help.ea.com/en-gb/help/account/link-your-console-accounts/#how-to
then this one to check linked accounts

If there are any Xbox live accounts listed unlink them And that only shows Facebook
- @gammorah ok uninstall and reinstall the xbox app from windows store. it may then show the ea play games. you may be then able to select one and it should ask to log in. but log in with xbox user and pass not ea user and pass. you may have tried this already but worth a go?
ragardless of which app i use, iphone, xbox, web or ea play, they all just go to the rest password page
