CONTENT FILE LOCKED

Question

I have many Steam games, all installed and working.&nbsp; I purchased It Takes Two on Steam.&nbsp; When I try to install ITT, Steam reports CONTENT FILE LOCKED.&nbsp; I have tried uninstalling and reinstalling ITT.&nbsp; I have tried clearing the Steam Download Cache.&nbsp; Install always fails at 99%.
