Hello, no idea if this is still an issue or not but I figured I should put on what I just figured out.

I was having a similar issue with my sims 4 not downloading, tried the whole deal with clearing cache, clean boot etc etc, no effect. I did a little digging and I found an old thread which mentioned about the game folder where the game you want to install will be. C-Program Files- EA Games for myself. The fix was to simply move the game file to another place, pause the download after 30 seconds and resume. However, for me, the game file wasn't there because it wouldn't install, so I made it. I looked up the actual game folder name on the pc gaming wiki, and boom, it worked. My sims is currently downloading. May be late or may not help, but I hope it does.
