you might have done too much too soon..did you upgrade to the best of the best immediately ? because it takes some time before your resort has a reputation strong enough to really keep it on its feet and you use the reviews to see what the customers are saying for example great food could do with a bar though or place was clean nice food pity they didn't serve desserts so you go by the reviews and add slowly to the resort keep your resort price at affordable until you have the reputation/stars and qualities to attract sims in even with higher prices, so for now cut back on some of your amenities for now remove some of the buffet tables, bars, food stands and or lower the price of the food at the buffets don't have too many luxury rooms to start with but keep some with the VIP locks as again you do want to attract sims to the resort and still make money bottom line is start off slow and low build up your resort and use the reviews as your guide to upgrades
