This is another old bug. Playing a different game mode (change of car, etc.) fixed it for me on F1 2020.
One thing that can cause this is having a physical gear shifter in addition to the standard gear-shift paddles on a wheel. If the separate gear shifter isn't in neutral then manual starts won't work as described in the first post.
This has made no difference for me. Have wanted to play the game for months but simply can’t do any races. Actually ridiculous. Manual starts just don’t work no matter what I do. I have unplugged my gear shifter, restarted my wheel, re-installed the game, nothing seems to work. Can get into first gear but car doesn’t pull away despite the revs and it won’t allow me to change gear after the start. Just sits in first gear reving.

What happens if your gear shifter is connected but left in neutral?
