It's possible that because Mazepin would have probably been present in the game in the very early builds that they just havent enabled the number 9 yet or forgotten about it after they replaced him with Magnussen.
It's a shame.I know this is the real rule but it's not like Mazepin is going to be re-added to this game even if he does come back in to F1 (unlikely).
BTW also 27 (my typical number) cannot be used in F1 22, bit weird, any reasons? Perhaps one of the 3rd drivers? 🤔
In F1 2020 and F1 2021 it was available...

Very good point, I'd missed that. #27 you can kind of understand as Hulk has raced this year, but #7 and #9 are surely the same, both have not been used since 2021 but we can use #7 and not #9, seem inconsistent.
