This issue still isn't on the community issues list, so at this point I doubt we'll be seeing it being addressed any time soon, however...

It took a while, but I can confirm the issue appears to be with the 'approximate' weather setting. Having started a second co-op career and left the weather on perfect, throughout our first season, we've been seeing a mixture of practice/qualifying/race sessions with wet weather appearing (intermediate/full wet/changing conditions).
Also, as a side note, while 'approximate' appears to be broken in some way, 'perfect' seems to be, well, not perfect at all. I have to assume the definitions of these two options are:
- Approximate: The weather report is a best guess and may or may not be correct. If it says it's going to rain, it might rain, or it might not, and if it does, the timing of its arrival is may be incorrect.
- Perfect: If it says it's going to rain, it's going to rain. And the arrival time of the rain is always accurate.
But from my experience 'perfect' acts more like my definition of 'approximate'. In one race at Austria in particular, intermediate conditions were forecast for the race. Sitting on starting grid, looking at the strategy screen, the timeline for the weather was: SUNNY | CLOUDY | CLOUDY | CLOUDY | LIGHT RAIN (So light rain starting in around 25 minutes into a 50% race). So, with the weather being set to 'perfect', you'd think running long on hard tires would be the way to go, but it actually started raining about 3 laps in, with the DRS being disabled around lap 8.

For anyone wondering about this in the future, you can change this mid career, as long as your settings mode is set to 'expert' and not 'standard' or 'casual'. You have to do it between races weekends though. Having said that, I haven't had time to test changing the setting mid season to see if it fixes the original issue. But maybe someone on this thread wants to try it.
