@lkrause74  A subscription is not required to play Sims 4, which is free, or to access any content you've bought as a standalone purchase.  (The subscription does come with Get to Work, but you can of course buy the EP separately.)  For your husband, I would guess he's signed into the wrong account, or the EA App isn't loading correctly.
