So I took what you said and wanted to test it out. You are correct as I just unlinked my playstation account from my EA account and made a new EA account to link to my playstation. Upon linking the new account to my playstation account madden works for me. Really weird what's going on and something that EA needs to take a look at. For whatever reason my account was shadow banned from playing madden even though I don't play any EA games online such as Apex, Fifa, or Madden.

Your acct was banned? How do you know that? Anyway, I did find a possible workaround...
I "might" have a workaround everyone!... On the PS5 anyway, might work on other platforms too...
On PS5 go into settings > Network. Disable connect to internet. Then open Madden 23. You will get a message about some things not being available unless you are logged into your EA account, just click ok. The game will finally load past the initial loading screen and you will get to the main menu. Click the middle PS button, go back to settings > network and re-enable connect to internet. Now go back into the game and hit R2 to log into EA. It will spin for a bit in the bottom right corner, but mine did connect. I verified I was online by checking for latest live content.
I did not have time to try an online game or anything, but it did appear I was online.
After I did this, I closed madden and went back in with internet connected and unfortunately I still have the issue, but at least I might have a workaround for now... or maybe forever because i doubt EA is going to anything about it.

Sorry for the late reply, but no I did not lose any data because I made sure to back up all of the data to the cloud before deleting everything related to the game on the console. I then reloaded all of the data from the cloud onto the console except for the profile file. Then when starting up I signed in using the new EA account and all of my offline files such as franchises and rosters were fine, intact, and playable.
