@ionLEOThere is no expliot. The game seems to range between 55-59 when you get to the end if your converting from the new level range of 1-30. I myself got to 29/30, which converted to 57/60.

I also believe I did everything bar one quest for being a Spacer (which is neither here nor there, would not have gotten me to 30/60). You have to get the experience from everywhere, which means not just completing the scanning missions, but continuing to scan and find metals/gases/medals/relics/writings etc after completeing those side missions. I even got a list of all available missions in the game and checked them off as I went.

So yeah, your not alone lol, but luckily, you still get full bonuses when you transfer your character if your in the high 50's it seems.

  • Yeah I was wondering as well. I played on highest difficulty, did all the side missions, completed all collections, everything I could think of. Still ended up level 57 / 29 only. At first that really annoyed me. But if it's not possible to get higher without exploits or console commands, than that's ok for me.

    There is not enough XP in the game to reach level 60 in one playthrough.

    There also is no disadvantage for importing a level 57 character into ME2 compared to a level 60 character, so there is no real disadvantage for the player.
