It should work if you set your phone as Hotspot and connect it with the PC via USB cable.

The Port 80 is the http port, so that shouldn't be the problem.

I am not one hundred percent sure but I doubt that a authorization on a other PC would help.

If that still not works, try this:

Download the "masseffect-binkw32-master" file from here.

Unzip the file and go to the "masseffect-binkw32-master\masseffect-binkw32-master\ME2\Release" folder.

Copy the two "binkw32.dll" to the "Mass Effect 2\Binaries" folder. (overwrite)

Steam = ">Drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2\Binaries""
Origin =">Drive<:\Program Files (x86)\Origin Games\Mass Effect 2\Binaries"

    Thank you. Downloading that file worked! I did try connecting via hotspot but it didn't work so I downloaded that file you said and it worked perfectly.

    I'm having the same issue, but I tried both of these and it still won't work. I am still getting the response from the game saying that it cannot connect to the EA server

    Restart your router in this way:
    Pull the power plug > wait 5 minutes > return the power plug

    If that not helps, shut down your Windows firewall and disable the real-time scanner of your antivirus software.. (just for testing purpose, don't forget to activate the firewall and the antivirus software later on.)

    Should it work after you disabled the firewall, here is a description how to allow a program to communicate through the firewall.

    This ports must be open on your Router:

    Origin Ports
    TCP: 80; 443; 9960-9969; 1024-1124; 3216; 18000; 18120; 18060; 27900; 28910; 29900
    UDP: 1024-1124; 18000; 29900

    Clearing your DNS cache. or testing a google DNS could also help.

    If that not helps here is a EA connection troubleshooting guide.

    Please report back if all this fails.

    I have tried Downloading the file you suggested, restarting my router, turned my firewall completely off and I'm still having the issue, I did purchase the deluxe edition from steam if that means anything. I don't understand why its not working

    Do you use special characters in your username or your email address?

    Why are you trying to log on? Is it because your DLCs aren’t authorized yet?

    I am getting the same error message. All of the steps you provided are not working either. I am not going to download something from a third party to try and resolve this issue, especially when it is considered malware. The Cerberus Network (And every link that would get me to the Cerberus Network) are all no longer available, or might have been shut down by EA itself. I'm getting pretty sick of not having a resolution to this issue, as I have checked all of the forums here on answers.ea.com as well as countless other forums and discussion boards.

    I would really appreciate it if someone who works for EA, like the community manager - or someone on the dev team - would respond with an accurate and effective solution path for this issue. We as consumers have spent time and money to attempt to address this issue, and it is further proof of this corporations disinterest in helping their customers. When they refuse to keep vital services available to the consumer, when those services are absolutely necessary for them to make use of their products.

    AHQ is first and foremost a player help player forum.

    The Cerberus network is not longer necessary to use ME2 and all the DLCs, but besides this, it is still up and running.

    If you can't connect the error is either on your system, your network, or at your ISP.

    Meaning, there is no general solution for this problem.

    Furthermore, what do you mean by "(And every link that would get me to the Cerberus Network)"?

    There is only one way to connect to the Cerberus network, and that is in game at the start screen.

    Are you on a university or other non private network?

    Do your credentials include special characters? 

    Do you use any Mods?

    There is no need to condescend to someone looking for help, first off. I did not condescend to anyone on this forum, I simply stated my displeasure at the lackadaisical attitude EA has toward it's fans and consumers. I also asked for a community manager or someone who has experience on the dev team, so that I could receive support from someone with more technical expertise. That is a preference, not a demand. 

    Additionally, the Cerberus Network service is absolutely necessary to make use of the digital deluxe edition of the game, with all of the DLC. - That is if I am looking to make us of my DLC purchases without modding, or using third party cracks or services. I.e. If I need to connect to this service, in order to activate and verify my DLC purchases, than it is a necessary service.

    There is only one way to connect to the Cerberus network, and that is in game at the start screen.

    There are multiple links provided in the start-up screen when you are attempting to connect to the Cerberus Network, including a link to a site that is no longer available. That site redirects you to the BSN, which also no longer supports the Cerberus Network, or downloading the DLC. Luckily I did my research and located the new site resource that provides these downloads directly. However, once you download and install these DLC's - even if you have registered them to your EA/Origin account, which I already have done, you still receive a message on start up that states that your DLC is not activated and that you need to sign into the Cerberus Network in order to activate them. That being said, any time I attempt to login I receive an error message stating: "Communication with the Mass Effect 2 server was interrupted or has timed out. Please try again later."

    Are you on a university or other non private network?

    I'm going to answer all of these questions at once. The answer to all of them is NO. I do not use anything other than my own private network. I do not have any special characters in my user credentials. And I do not have any mods installed in the game.

    What should happen in the game when I run it after copying the files into the folder.

    I did that, but the Cerberus Network is still not connected (the computer on the right in the menu does not open), but I did not get the pop-up message that the DLC were not verified. Is this correct?

    How can I check if all the DLCs work after this workaround?

    I have the full DLC pack and I want to be sure that everything will be available in the game.
