Could you try firing him and get a new one to see if that has the same issue (you don't have to save if you want to keep your old one)
Does he even have that outfit when you take him to CAS ?

he didint have that outfit in cas, but fire and rehire him put him in his right clothes at least for now
Might have something to do with the festival/Vampire walk by clothing issue.
Moving this to general as solved for now but feel free to come back if it occurs again.
Had the same problem, but using testingcheats & selecting "destroy object" seems to have fixed it. He reentered the lot dressed in his usual uniform!
