Shouldn't make a difference if you're talking about 60 fps. You'll probably get dips here and there, but it should be playable. There's a performance bug that will make the UNC planets in the first game pretty miserable; hopefully that will get fixed in a patch.

The launcher requires AVX, which won't be an issue for that CPU. But even older chips are capable of running the games fine once you bypass the launcher (the games themselves don't require it). So I can't imagine you'd encounter any issues as long as you have realistic expectations.
